More layers usually means stronger plywood — but not always. Layer count is only one part of the strength equation, and a plywood board with fewer, better-made layers can easily outperform one with more, poorly-made ones.
Plywood is built by stacking thin sheets (veneers) with alternating grain directions. This cross-graining is w
hat gives plywood its strength in the first place — and more layers means more of it.

Example: An 18mm board with 15 thin layers is typically stronger and more stable than an 18mm board with just 7 thick layers, because the cross-grain pattern repeats more often across the same thickness.
Strength actually depends on a combination of factors — and any one of them can undo the benefit of extra layers.
